Egypt's electoral commission reportedly announced on Saturday that voters approved a new constitution.
According to reports a commission spokesperson said 98.1% voted in favour of a new constitution while 1.9% voted no.
CNN reports supporters of the banned Muslim Brotherhood and ousted president Mohamed Morsi, who boycotted the vote, rejected the results on their Twitter account.
"98.1% is not considered a real democracy but a solo dictatorship. If people are arrested for holding 'vote NO' posters ... should these results be counted?"
U.S. Secretary of State John Kerry said in a statement he had "serious concern about the limits on freedom of peaceful assembly and expression in Egypt."
However Kerry added that the new constitution could be a positive milestone if its leaders stand by it.
More than 2200 people have been killed since Morsi was ousted during a military coup on 3 July 2013.
